In 1880, the nucleus of Copenhagen had 234 850 inhabitants, and the houses outside the ramparts were beginning to form an important extension. The only town in Denmark with a "local delivery service" was Copenhagen, where the FODPOST operated within the ramparts. This service had been run by the Royal Danish Post Office since 1849 with a separated FODPOSTKONTOR until 1876. The distinctive 2 shilling blue stamp was introduced for FODPOST mail. After the abolition of the FODPOST, the Royal Danish Post Office had neglected to secure a monopoly for the distribution of local post and, has a consequence, private posts were legalized in Denmark in july 1879.
